Project Description
This project is located at 8800 Georgia Avenue in Silver Spring, Maryland. The appropved facility plan will update the overall design and program of an existing aging facility to be a 21st century urban park and fulfill the project goals of experiential complexity, environmental sustainability, economic efficiency, urban connectivity, and social vibrancy. The facility plan offers a flexible framework for adaptable uses and provides balanced active and passive recreation for the community. The scope of the project includes a natural resources inventory, landscape architecture, engineering, environmental site design and cost estimating to provide up to 30% completed construction documents. Design is proposed in the FY 13-18 Capital Improvements Program.
Background
The 2.34 acre park was designed in the early 1970’s and is one of the three major urban parks in the North and West Silver Spring master planning area. The adjacent Silver Spring Community Service Center (the former Woodside Elementary School) was conveyed to the County from Montgomery County Public Schools with the approval of the Montgomery County Planning Board in 1984. The park was expanded to include the gym building, basketball court and a playground. The existing park includes a decorative fountain, seating areas with trellis structures, a playground, pavilions, lighting, picnic areas, a basketball court and handball courts. The park includes many mature trees with changes in grade, which are significant assets to the park; however they will create challenges for the renovation.
Status/Project Update
The park facility plan was approved by the Montgomery County Planning Board on October 6, 2011. The project is proposed in the Capital Improvements Program for design in Fiscal Years 2015-16 and construction starting in Fiscal Year 2018.
The Park is coordinating with the Montgomery County Department of General Services (MC-DGS) for the redevelopment of the adjacent Department of Health and Human Services (HHS) facility at 8818 Georgia Avenue, particularly for the 0.34 acre of current park footprint but county-owned property. MC-DGS has not yet determined their future plans for use of this site. The site will likely not be redeveloped as a facility for the Department of Health and Human Services.
